BSEE Tests Oil Spill
Response Plans

Engineers and analysts from the U.S. Bureau of Safety and Environmental Enforcement’s (BSEE) Gulf of Mexico and Alaska Regions recently evaluated Spill Response Operations Training and Equipment Verification exercises conducted by the Tennessee Gas Pipeline Co. and its oil spill removal contractor at the Port of Morgan City, Louisiana.

The exercises were held in mid-May on board two responder vessels of Clean Gulf Associates, which was contracted by Tennessee Gas Pipeline. BSEE staff evaluated Clean Gulf’s Spill Response team and their training of a group of responders seeking team member certification. BSEE simultaneously conducted an equipment verification of Clean Gulf’s oil spill resources. Both vessels maneuvered offshore and deployed specialized equipment to simulate a spill response. The responders also tested the effectiveness of their oil boom apparatus, skimmers, motorized components and vessel performance. Staff from BSEE’s Oil Spill Preparedness Division and Tennessee Gas Pipeline boarded each vessel and assessed response actions.

Aquatic, JFO Complete
First Global Collaboration

Aquatic Engineering & Construction Ltd., an Acteon company, and recent alliance partner James Fisher Offshore Ltd. (JFO) have completed their first global collaboration project for Ocean Installer Texas Inc. in the Gulf of Mexico (GOM).

The project scope includes recovery and reinstallation of mooring lines on a GOM production facility in ultradeepwater (more than 1,500-m depth). Aquatic and JFO provided a full back deck solution and equipment spread that delivered significant cost savings and minimized interfaces for the client.

Aquatic’s equipment included an 80-Te Powered Reel winch with a track system for multireel lay and a 20-Te tensioner for handling the mooring lines. JFO’s equipment included a 100-Te subsea winch for critical lifting operations, as well as a 30-Te and two 20-Te deck winches for deck handling operations. The equipment was operated by a six-man offshore crew comprising four Aquatic and two JFO technicians.

GEOxyz Group Has

GEOxyz Group has launched a new U.K. headquarters for offshore geophysical, geotechnical and ROV survey work, headed by Sarah Cashmore, who worked previously for Gardline, UTEC Survey, RPS Energy, Calecore and Alcatel Submarine Networks.

GEOxyz, founded by Patrick Reyntjens in 1999, employs over 110 people across five European bases and owns and operates 16 vessels, as well as an extensive range of seabed mapping and sampling equipment, which is deployable across their vessel, ROV, drone and surface mapping platforms. In recent years, GEOxyz has successfully moved into the offshore markets with the purchase of dedicated vessels and utilization of vessels of opportunity.

The new U.K. base will be focused on global oil and gas exploration and maintenance, in addition to home markets.

BOEM Evaluates Bids
For Gulf Lease Sale 241

The U.S. Bureau of Ocean Energy Management (BOEM) completed its required evaluation of bids to ensure that the public receives fair market value for tracts leased as part of the Gulf of Mexico Central Planning Area Oil and Gas Lease Sale 241. The sale, held in March, made 8,349 unleased blocks covering 44.3 million acres offshore Louisiana, Mississippi and Alabama available for lease.

After extensive economic analysis, BOEM awarded 121 leases on tracts covering 656,257.54 acres to the successful high bidders. The accepted high bids are valued at $151,126,597.

BOEM rejected seven high bids, totaling $5,259,013, after determining that the value of those bids was insufficient to provide the public with fair market value for the tracts. BOEM will re-offer these tracts as part of the next Central Planning Area sale in March 2017.

Bibby Offshore Apprentices
Train at Underwater Centre

The Underwater Centre, a Scottish subsea training facility, has linked up with Bibby Offshore to provide ROV apprentices the opportunity to gain practical hands-on experience. The apprentices, who are employed by Bibby Offshore but are still too young to go offshore, will benefit from operational experience in the field with live ROVs and will undertake a wide variety of tasks, including the mobilization/demobilization of a work-class ROV.

The first two apprentices have already completed three weeks of training, when they gained experience in the Centre’s mechanical workshop and aboard a work-class ROV vessel. They, and other Bibby Offshore apprentices, will continue to train part time at the Centre until they are fully qualified and ready to go offshore, learning all the skills available to students in the Centre’s ROV courses, from the routine maintenance of an ROV system and hydraulic testing to tether insulation measurement and fiber-optic termination.

MacGregor Offshore Cranes
For Chinese Polar RV

MacGregor, part of Cargotec, has won an order to supply MacGregor offshore cranes and a Triplex handling system for a research vessel being built for the Polar Research Institute of China. Designed by Aker Arctic Finland, it will be the first vessel of its type to be built in China. The shipyard has yet to be named.

The multifunctional icebreaker will be able to handle ice up to 1.5-m thick, achieving a continuous icebreaking speed of 2 to 3 kt. It will have an endurance of 20,000 naut. mi. and, with a full 90-person crew, will be able to cruise for 60 days without resupply.

The vessel will feature two MacGregor offshore cranes: a 50-tonne SWL telescopic crane with a 15-m outreach and a 24-tonne SWL knuckle jib crane with a 12-m outreach. It will also be fitted with a MacGregor Triplex 6-tonne SWL telescopic/knuckle jib crane with a 17-m outreach and a handling system specifically designed for research equipment.

MacGregor deliveries are scheduled for completion by the end of 2017.
