BSEE, Coast Guard
First Quarterly Meeting

The first quarterly meeting between the Bureau of Safety and Environmental Enforcement (BSEE) and the U.S. Coast Guard began by signing a memorandum of agreement (MOA) for regulating floating Outer Continental Shelf (OCS) facilities. Currently, BSEE and the Coast Guard share jurisdiction over the regulation of floating OCS facilities. This MOA ensures a coordinated approach in regulation by clearly outlining the responsibilities of each agency for inspection and oversight of systems and subsystems. The two agencies also discussed oil spill preparedness and exercise planning, as well as joint training opportunities for BSEE and Coast Guard personnel. BSEE and Coast Guard leaders expressed their continued commitment to sharing and applying risk data to promote safety and environmental protection offshore.

Decom Info

Decom North Sea (DNS), the representative body for the offshore decommissioning industry, has put out a call to action for any business currently involved in the decommissioning sector. Its Late Life Planning Portal (L2P2) is a website designed to support the North Sea oil and gas industry in the planning and execution of late life and decommissioning projects. Providing a single access point for knowledge sharing and cross-sector learning, L2P2 has reached the stakeholder evaluation phase and requires input from those with decommissioning experience.

L2P2 will provide the toolkit to which industry can refer during the 10-year decom planning phase. Before it can become fully operational, industry input is needed on best practices, company guidelines, case studies and more. Volunteers are also needed to assess and verify content for inclusion in L2P2. Those interested can contact Pamela Ogilvie at pogilvie@decomnorthsea.com.

ABB Solutions for
Oil, Gas Offshore Vessels

ABB will supply the power, propulsion and energy storage solution for two of the most innovative vessels operating in the offshore oil and gas sector.

The new Azipod D will help the vessels safely achieve millimeter precision at open sea. The Azipod D is the latest generation of ABB’s podded electric propulsion system. The vessels will each feature two 4.2-MW units.

A hybrid cooling system using a combination of direct seawater cooling and internal air cooling increases electric motor performance by up to 45 percent.

The Onboard DC Grid will cut fuel consumption by up to 27 percent.

BOEM Holds Two Lease
Sales in Gulf

The Bureau of Ocean Energy Management (BOEM) offered approximately 45 million acres for oil and gas exploration and development in the Gulf of Mexico in two March lease sales.

Central Planning Area Lease Sale 241 and Eastern Planning Area Lease Sale 226 were held in New Orleans, Louisiana. The sales were the ninth and 10th offshore auctions under the Obama Administration’s Outer Continental Shelf Oil and Gas Leasing Program for 2012 to 2017.

Sale 241 encompasses about 8,349 unleased blocks, covering 44.3 million acres, located 3 to 230 naut. mi. offshore Louisiana, Mississippi and Alabama, in water depths of 3 to 3,400 m.

Sale 226 encompasses 162 whole or partial unleased blocks covering about 595,475 acres in the Eastern Planning Area. The blocks are located at least 125 statute miles offshore in water depths of 810 to 3,113 m. The area is south of eastern Alabama and western Florida.

Most of the Eastern Gulf of Mexico Planning Area (EPA) cannot be offered for lease until 2022 as part of the Gulf of Mexico Energy Security Act of 2006.

CGG Survey of Mexican
Gulf of Mexico

CGG started a multiclient airborne gravity and magnetic survey offshore Mexico in March. The Comisión Nacional de Hidrocarburos (CNH) authorized the program, which will include the acquisition of approximately 200,000 line km over six areas across the Mexican Gulf of Mexico. Data acquisition will take 12 months utilizing specialized geophysical survey aircraft.

CGG believes that the Mexican Gulf of Mexico has significant new petroleum potential both shallow and deepwater.

The data will help explorers map crystalline basement and magnetic and density anomalies within the sedimentary section. The airborne survey will also collect continuous data through the “transition zone” from the marine environment to onshore.

A comprehensive interpretation combining this new data set with available geologic and geophysical data will also be undertaken by CGG.

Mobilization for Largest
Windfarm Installation Jack-Up

Gibdock was selected for the afloat mobilization of Seajacks Scylla, the largest and most advanced wind farm installation jack-up ever built.

Following delivery to Seajacks by Samsung Heavy Industries at the end of 2015, the jack-up was discharged to Gibraltar waters from the heavy-lift transporter Osprey before being towed into Gibdock for reactivation works at the yard.

It completed reactivation in record time (five days) and departed for Great Yarmouth, England, in preparation for starting the first contract on the Veja Mate offshore wind farm off the coast of Germany.

The self-propelled jack-up is equipped with a 1,540-T leg-encircling crane, can install components in water depths up to 65 m, and can transport monopoles and turbines up 8 MW in capacity.

BMT Completes Metocean
Assessment of Prinos, Epsilon

BMT ARGOSS has completed an assessment of metocean conditions to support Energean’s Prinos and Epsilon oil field developments in the Gulf of Kavala.

Located in the Prinos-Kavala basin, northwest of the island of Thassos and 18 km south of mainland northern Greece, the Prinos oil field is the main structure, with Epsilon as a satellite field.

Several levels of analysis were done using BMT’s Mediterranean wave hindcast, satellite altimetry, and wave buoy statistics from a location between the Mount Athos peninsula and the island of Limnos.
