The U.S. Coast Guard and NOAA began testing in May the Coastal Ocean Dynamics Applications Radar, a project that aimed to improve search and rescue operations for the Gulf Stream and to provide wave and sea state information. ... Nylon fishing gear, plastic bags and other forms of plastic were estimated to be killing up to 1 million seabirds, 100,000 sea mammals and countless fish each year, according to an International Wildlife study. ... Standard Telefon og Kabelfabrik A/S developed an underwater cable that carried both fiber-optic signals and high-voltage power.

A record of 244 new development wells were drilled in the U.K. North Sea in 1995, with a record 342 offshore wells being spudded, according to reports in the 1996 Brown Book. ... The U.S. House Committee on Science voted in favor of the Antarctic Environmental Protection Act of 1996, which would lead to enforcing rules to protect flora and fauna, limit pollution and block mineral resource development in the Antarctic region. ... Charles Mazel, an engineer at the Massachusetts Institute of Technology, designed a prototype instrument to measure the spectral distributions of underwater fluorescence. The device used a light source, filters and fiber optics to excite fluorescence in the water while a spectrometer recorded data.

While General Dynamics Corp. was in talks to buy Newport News Shipbuilding Inc., Northrop Grumman Corp. made a $2.6 billion bid for the company, a deal that eventually went through in November 2001. ... Using the submarine Alvin to gather giant tubeworms off the coast of Costa Rica, scientists were able to document some of the tubeworms’ life cycle, about which little had been known at the time. ... NOAA’s National Severe Storms Laboratory was working on a new type of radar that used polarimetric technology to offer improved weather estimates.
